Between citizens, are there any special approvals needed for the transfer of land for citizens? How about the transfer of land involving non-citizens?

No government approval is required in order to effect a transfer of immovable property. Permission of the court is required for disposing of land by a minor, a lunatic or an insolvent.
A person who is not an Indian citizen or a company which is not incorporated in India requires the prior permission of RBI for transactions involving immovable property. The only exception to this rule is short-term leases not exceeding a period of five years. The government vide Press Note No 4 (2001 series) permitted foreign direct investment up to 100% for development of integrated townships, including housing, commercial premises, hotels, resorts, city and regional level urban infrastructure facilities such as roads and bridges, mass rapid transit systems and manufacture of building materials. Development of land and providing allied infrastructure will form an integrated part of a township’s development.
